If you want an operation to be sent for approval, you need to create a Business Rule that will require such action.
To create a Business Rule that will require an operation approval:
Launch the Adaxes Administration Console.
In the Console Tree, expand a service node (the
icon represents service nodes).
Right-click any object under the expanded service node, point to New, and then click
Business Rule.

on the toolbar.
In the Business Rule Creation wizard that starts, type the Business Rule name and optional description.
Click Next.
In the Triggering Operation page, select an object type. An approval request will be sent when an operation is performed on the objects of this type.

Check Before on the left of the list of available operations, then select an operation, which you want to be sent for approval, and click Next.
In the Rule Actions page, click Add Action and select Send this operation for approval in the list of actions above.
Click Add and select users or groups that will have the right to approve the selected operation and click OK two times.

Click Next.
In the Activity Scope page, click Add and select the objects, for which the new Business Rule will be effective.

Click Add, then define Assignment Options, and click OK two times.
Click Finish.
