We are moving away from on-prem in the near future and are wondering if it's possible to install Adaxes on an Azure VM to manage EntraID users + exchange? We are not looking to manage devices.

Adaxes components can only be installed on computers joined to an AD domain. Unfortunately, there is no possibility to perform the installation on Entra-joined devices. To keep using Adaxes, you will need at least a placeholder AD domain.
So to confirm, if we spun up an Azure Windows 2022 server and tried to install Adaxes, it would fail? We wouldn't be managing on-prem anymore with Adaxes.
Yes, that is correct. Adaxes installation will fail if attempted on a computer not joined to an AD domain.

Adaxes allows you to manage Active Directory, Microsoft Entra, on-premises Exchange and Exchange Online. The requirement mentioned above is only for the installation of Adaxes components.
