But isnt that only for the web interface - and not for the "real" Adaxes console?
Yes, you are right. The instructions in the tutorial are only for Adaxes Web Interface. There is no possibility to modify the forms in Adaxes Administration Console.

I am trying to customize the enrollment pop up page to specify the number format need, but I cannot for the life of me find the file or location where I can edit the html code needed to say this on the enrollment page, is this even possible?

How do I customize approval form so approver would get more information and context what should be approved or not? "Are you sure want to approve the request?" isn't enough. I would like to see something like "Are you sure want to approve removing user x?"
