Is it possible to automatically move a user from OU with the help of a query?

Yes. It is possible to move users to other OUs, transfer them to other departments, or add to Business Units either with the help of Business Rules and Custom Commands or using scripts (Adaxes PowerShell Module or Adaxes ADSI provider).
