Is there a command line that would install the admin console and the powershell module silently? we would like to utilize our ConfigMgr system to deploy this app to helpdesk users without the need for them to know what modules to install or elevating their user accounts.

Yes, sure:

msiexec /quiet /i "\\SERVER\Share\adaxes_x64.msi" ADDLOCAL=AdminConsoleFeature,PowerShellFeature

where \\SERVER\Share\adaxes_x64.msi is the full path to Adaxes installation package.
