Different language in logs

I have a foreign user I'm thinking changed their default language to German, I noticed today that the logs for those users are not in English. It seems as if the language they picked for the interface is the language of the log messages.

Is there a way to ensure the logging is always in English regardless of the language for the users?

Using this built in function: There is no option to change the domain on the user account, however this is not the domain we use for UPN. However after creating a user, you can change it but trying to avoid going back into the object.

How can this be adapted to account for a UPN with the same name just in a different case?

When the UPN being created is the same as an existing one except for the case. For instance, the new UPN is sally.fields but there's an existing Sally.Fields. The ... but then fails to create the AD account indicating that the UPN is not unique forestwide.

Is there a report that will show users recently moved (in the last 7 days) to one of four different OUs in AD?

We have four OUs in Active Directory (Pending Deletion, Disabled with Mail Delegates, Disabled with HR Extensions and Disabled_Temp_Leave) that users are moved to prior to their eventual ... past 7 days have been moved to one of 4 of these OUs. Thanks!
